Blanchard was awarded the Covell Award for her work as a health care and education advocate.

—Helped organize a day care center for children of migrant workers, Ciudad del Sol outside of Davis

—Early member of the Davis Comic Opera Company

—Worked in Democratic Club when there were few Democrats

—Worked on the bond to support the Davis branch of the Yolo Co Library; helped start Friends of the Davis Library

“Mrs. Blanchard, a protean figure in town, county and even state affairs, hit the ground running from the moment she first arrived in Davis in 1951. . . .  Served in the following capacities:

—Chairman, Chatter Club which helps international visitors at UC Davis

—Treasurer, Yolo County’s Economic Opportunity Commission

—Co-Founder, on board of the county’s Family Planning Association

—State-wide commission on social science curriculum

—Governor’s Youth Conference as a Davis Area representative

—PTA Council

—Girls Scout troop leader

 

The award was presented by Mayor Maynard Skinner at the Chamber Dinner Jan 23, 1970, at the El Macero Country Club.
