Rourke was a State Farm Agent whom everyone liked. The Sacramento Bee said that he was cited for his years of contributions as a “keystone” leader in the community.

—Supervised construction of the Davis Lutheran Church
—Traveled each weekend for 28 weekends to Bijou, Lake Tahoe, to work in the building of St. Andrew’s Lutheran Church there.

—On the City’s 1958 Business License and Ordinance Committee. Appointed from 1955-57 to the committee to study Davis’s overall public works planning and financing
—Appointed to Davis’s Urban Renewal Advising Committee in 1955, where he served on the Bond Issue Committee, Sales Tax Committee, and Capital Improvement Committee from 1955–57
